Is this considered stalking?

A few months ago I met an accountant for an initial meeting. We met in a hotel foyer in central London, and I diidn’t like him (he said something creepy and was flirting with me) so I decided not to hire him. He kept phoning me, and I know it’s wrong of me, but I didn’t get back to him and I thought that he would just go away. Anyway, I moved house, and then I lost my phone so I had to change my number. About 3 months passed. Then today, I got an e-mail from my step mother, saying that she had been called by him (there is no way that I had ever given my stepmother’s address/ phone number, I’ve never lived at their address). He’s never done any work from me,

The only information I gave to him, was my home address, my mobile telephone number, my earning for the years I wanted done and my NI number. Is it legal for him to track me down through my parents address?

Tell him that he creeps you out and that you do not wish to do business with him . Your attempted avoidance of the issue bought you the pursuit. Take the legitimation from him by being honest with him and taking back any reason that he may have to contact you further. Make all family members aware and be sure to advise him that you consider the contact with relatives to be unscrupulous business ethics. Also, may him aware of your intent to file against his license any further contact
